is no tsunami warning. investigators are still waiting to get into the ruins of a burned building in the east bay. a three-alarm fire destroyed c & h enterprises on boggs terrace in fremont. smoke could be seen for miles. cbs 5 reporter anne makovec is at the machine shop that burned in fremont where it's still too dangerous to get into the building. >> reporter: we are waiting for fire investigators to show up this morning. and they are planning on doing an investigation into the cause of this fire. so far they have not been able to get into the building here behind me. check out this video from yesterday that fire sent up a giant plume of black smoke. you could see it all over fremont. fire officials said they were doing grinding work with metal shavings here at c & h enterprises when the fire broke out. employees rushed to get out

after the fire started at 1:45 p.m. >> jake came running into the office. i could see the smoke billowing over the roof to the front. and he said, call 911. we have a fire. and it just started getting worse after that. >> did everyone get out? >> everyone got out safely. reporter: they did issue a "shelter in place" order in the neighborhood because of chemicals in the burning building. again, there is significant structural damage. so once they're sure that the building is shored up to some extent, investigators will determine the cause. anne makovec, cbs 5. had to pour a little water on the windshield to get rid of the frost. >> it was cold. >> like it though, freezing in parts of bay area now. frost advisories in the east bay valleys but looks like we could see rain in the bay area today maybe some light showers. the clouds already beginning to

gather and our high-def doppler radar shows you some of that moisture off the coastline. not that i am pressive as most of this energy will stay off the coast but there is a chance we'll see showers along the coast and inside the bay. most of the interior valleys livermore or further inland probably going to stay dry. we continue to see these storms plummet out of the gulf of alaska. that's going to be the case through the weekend. we may see a real cold storm next week. but today a chance of a few showers and it is cold outside. the temperatures right now down to the freezing point this some of the east bay valleys. livermore checking in at 32. 34 in santa rosa. and 39 degrees san jose. this afternoon, highs probably in the 40s and the 50s and that is it. more rain expected for the weekend. we'll talk more about that in a moment. right now let's check on those freezing roads with elizabeth. >> thank you, lawrence. we have cameras and photographers all over the bay area this morning. here's a live look through san jose. this is 101 near the trimble exit. obviously things are looking

good. not too many cars on the road north- or southbound 101. to our bridges, no weather advisories, no major delays at all approaching the pay gates. no metering lights so it's pretty much looking like that all across the upper deck. similar story by the way on the san mateo bridge. completely different had morning than yesterday after that awful fatal accident that really backed up traffic for a while. this morning free and clear both directions between hayward and foster city. that's traffic. back to you guys. >> thank you. the highest tides of the year hitting the bay area and they are expected to continue today, as well. the so-called king tides submerged beaches all along the shorelines yesterday. take a look. in some spots the water rushed into town. tide hit its peak yesterday mid- morning. in some areas the water only rows a couple of inches, in others several feet. a group was scrambling to stack sandbags around their building. >> it's been coming in incredibly fast.

looked like it was filling up a bathtub. >> think it's pretty amazing and it's coming up really high. >> bill hudson sent us this video of high tide. they were as high as the bumper on several suvs. same thing happening in southern california. drivers had to deal with flooding on this stretch of road in sunset beach yesterday. part of the pacific coast highway there was shut down for part of morning. king tide occurs when the earth, moon and sun all align in such a way that it increases the gravitational pull of the oceans on the shore. it is peaking now. a san francisco police sergeant is parked at a desk for now after boasting about a dangerous off duty joyride. [ engine revs ] >> in a facebook post, sergeant carl t bragged that he and his friends were drunk as they blasted through the broadway tunnel at 100 miles an hour in a lamborghini. the sergeant later said he was

kidding. but he has been assigned to administrative duty while internal affairs sorts it out. the chief promises swift and severe discipline if it all turns out to be true. if you are using bart to do a little holiday shopping, be aware thieves are targeting you. cbs 5 reporter cate caugiran is at the westfield shopping center in san francisco this morning and cate, we know bart knows about the problems. are they doing anything? that's the question. >> reporter: yes, they are, frank. they actually are launching a safety campaign just to make sure you are better protected during this holiday season. and that's because bart says that crimes are on the rise at the oakland and san francisco stations during this holiday season. last night bart partnered with oakland police, private and volunteer security guards. shoppers were offered escorts to their cars at the west oakland station. now, bart riders told us they have encountered some brazen

attacks in the past. >> i was ambushed by two men. they had pointed a gun at me, took my stuff and pistol- whipped me in the face. >> reporter: the most common crime at bart stations, cell phone theft. police say riders should stop texting and pay attention to their surroundings. now, for oakland stations last night's patrol was actually only a one night thing. they say it was part of an educational effort. san francisco bart stations, increased patrols will be going on throughout the next few weeks. live in san francisco, cate caugiran, cbs 5. these days oakland police are making much fewer traffic stops. in fact, the numbers will down by 75% from just a few years ago. officers have made fewer than 16,000 stops this year down from 68,000 in 2009. police point to layoffs and staffing shortages and to lower priority items on the back burn he. some officers also complain that the paperwork process is a deterrent because it's

complicated a time-consuming. in other bay area news, a woman who gave birth in san francisco's bayview this week is facing child cruelty and neglect charges. the woman apparently hand the baby to a man who flagged down a police car. the baby was rushed to the hospital and will apparently be okay. the killing of a teen in san jose this week does not appear to be gang-related. that's what san jose police are saying about a shooting on tuesday. john cody steinberg was found lying on a sidewalk on fairhaven drive with gunshot wounds. he was a recent graduate of lee high school. in redwood city, caltrain will be conducting an emergency preparedness drill. the drill will take place saturday from 7 a.m. to 5 p.m. on an unused portion of track near costco at middle field and woodside roads. it's not expected to interrupt traffic or train service. a las vegas company that owned the jet that crashed and killed jenni rivera is under federal investigation. starwood management had two

planes seized this year by federal law enforcement officials. meanwhile, rivera's remains arrived in l.a. to her family yesterday. a police escort accompanied her through town. she and six others died in a crash near monterey, mexico. software pioneer john mcafee is in florida while on the run from authorities in south america. he says he played the, quote, crazy card. mcafee is wanted for questioning in connection with his neighbor's murder in belize refusing to turn himself in. he illegally entered guatemala and was deported to the u.s. he admits to fake two heart attacks to speed up his deportation. he says corrupt police officers in belize will jail or kill him. >> when people are shot in belize during robberies constantly, the fact that he was my neighbor is why this is in the international press. i want to make this clear for the 100th time. i had absolutely nothing to did with the murder in belize. >> mcafee now faces questioning

geminid ("gem-in-id") meteor shower hit its peak a few h ago. but some me you might see a shooting star this morning. the annual geminids -- did i say that right, lawrence? >> yes. >> geminids meteor somehow hit its peak a few hours ago but some meteors are still likely until sun-up. we put together a video of of some meteors from last night. check it out, so cool to watch. this could be the best meteor

shower of the year because it's the new moon and the sky is very dark. i could sit here and watch this all morning. >> no kidding. if you can get out of the bay area into the mountains or get away from the bright lights, probably a better look. but yeah, it is beautiful. >> i was outside last night checking it out until i froze. [ laughter ] >> i bet you did. >> froze and ran back inside. i didn't see anything, unfortunately. it wasn't peak until early this morning. but now the clouds are rolling in. so that is going to impair the viewing as more clouds are on the way and there is a chance we could see some showers outside. high-def doppler radar, we are seeing some of those showers off the coastline for the most part. any of this rain that we see today will be very light. maybe to get the windshield wiper going a little bit. so not much in the bay of rain. you can see the storm system, the core of it off the coast. it's going to stay off the coast and that means, well, it's going to fall as a low and glancing blow the coastline. best chance of rain will be along the coastline and inside the bay. many of the valleys not going to see any rain at all. still, a lot of clouds and some

very cold temperatures to start if you are headed out the door. weak storm passing by but more rain over the weekend and all of these storms are very cold storm systems that are moving through so ushering that nice cold air mass out of the gulf of alaska. it is freezing right now in livermore. 34 degrees in santa rosa. 39 in san jose. we do have frost advisories up into the east bay valleys with those temperatures hovering or at freezing until 8:00 this morning. and then it looks like they will start to moderate somewhat. still a slight chance of showers for today as this system moves by, maybe a better chance as the next one dives in on saturday and into sunday to bring another round of rainfall. if you plan on traveling in the high country, take those chains. lots of fresh powder up there and more snow coming in that direction. this morning starting out with clouds. you can see a couple of scattered showers passing through but not much. toward the afternoon maybe breaking things up a little bit but looking toward tomorrow, i think a more impressive storm system rolls into the bay area to bring a better chance of

rain. the temperatures going to stay cool again only in the 50s into much of the south bay. 40s over the mountains and in the east bay. 53 in oakland, 53 in san francisco, and 52 for a high in santa rosa. next couple of days unsettled with showers every day through the weekend although i think the better part of sunday should be dry at least into the afternoon. a stronger colder storm moves in on monday and tuesday. the snow levels are going to be running very low staying unsettled well into next week. you're loving it aren't you, elizabeth? >> that's a dreary seven-day forecast. thanks, lawrence. outside right now, it's dry for the most part as lawrence just mentioned so just your overnight roadwork really out there no big hot spots. it is a friday so overall "friday light." that is a live look right now towards the dublin interchange. westbound 580 you can see a few slower speeds maybe as you approach 680 and the dublin interchange. but the drive time is still free and clear. we can go to our maps for this and show you this nice long stretch of green.

13 minutes between the altamont pass and 680. so yeah, as you approach vasco road heading towards livermore, so far, so good. still seeing top speeds. elsewhere your bridges, golden gate bridge traffic flowing nicely as you head towards doyle drive. i mentioned some areas of overnight roadwork. you will find it in stretches of the nimitz through oakland northbound, southbound 880 between embarcadero and fruitvale. also various lanes blocked as you approach washington. so just a heads up. also, along the peninsula through san mateo, various lanes scheduled to be blocked, we just checked in with caltrans, on northbound 101 from 92 towards 3rd, otherwise all mass transit including all bart trains so far on time of the that's a check of traffic. back to you guys. >> thank you. rival protests are continuing today on the streets of cairo. it is just a day before a vote begins on a draft constitution. egypt's islamists are in

conflict with liberals who oppose the president mohamed morsi. the opposition says the proposed document will open the doors to rights abuses and islamist domination. some violence has erupted over the past three weeks. the vote is scheduled for tomorrow and the following saturday. president barack obama will meet privately today with u.n. ambassador susan rice. she has withdrawn her name from consideration to be the next secretary of state. ambassador rice has come under fire from some republicans on capitol hill over her comment following the deadly attack in benghazi, libya in september. >> i withdrew my name because i think it's the right thing for the country. and i think it's right thing for the president. >> her interest is in serving me but more importantly serving the country and she has done an outstanding job. i could not be prouder with her. >> with rice no longer being considered, massachusetts senator john kerry is the most likely nominee for secretary of state. the u.s. is sending two

batteries of patriot missiles to turkey along with 400 troops to operate them. defense secretary leon panetta signed a deployment order today as he traveled to turkey. it's intended to be part of a nato force to protect turkey from a potential syrian attack. the patriots are capable of shooting down shorter range ballistic missiles as well as aircraft. another round of talks between president obama and the speaker of the house john boehner. the issue, the looming "fiscal cliff." the pair had met twice this week but as cbs reporter susan mcginnis shows us, the increased frequency of talks really hasn't got them any closer to finding a deal. reporter: house speaker john boehner left congress to head to the white house thursday for what both sides called a frank discussion about the "fiscal cliff." >> still a work in progress. >> reporter: they talked for nearly an hour about the tax hikes and spending cuts set to kick in at the end of the year. before the meeting, both sides were pointing fingers at the other. >> the only holdouts right now are the house republicans. i think speaker boehner has a

contentious caucus. >> the president wants to pretend that spending isn't the problem. that's why we don't have an agreement. >> reporter: president obama insists on raising taxes on the top 2% of earners but even he recognizes that's a tough sell. >> the idea of not raising taxes has become sort of a religion for a lot of members of the republican party. >> reporter: and boehner wants more cuts. >> here we are at the 11th hour and the president still isn't serious about dealing with this issue right here, it's this issue, spending!! >> reporter: here on capitol hill, speaker boehner joined many of his colleagues in taking a long weekend off. frustrating those who want all of congress to keep working until a deal is done. >> this is just not right. how does this make sense? >> reporter: but congress can only watch while president obama and speaker boehner negotiate. >> most of us here are not in the loop of what they're discussing. >> reporter: any negotiating

this weekend will have to be done on the phone. susan mcginnis, cbs news, washington. >> some on capitol hill say even if a deal is reached this week, there may not be enough time to get it through the lecture. today the states have to decide whether to this create their own health insurance markets or create their own exchange. this is all part of obamacare. they are online marketplaces where people will go to buy insurance. all americans will be required to have insurance beginning next year. a new global study finds life expectancy is on an upward trend. it has increased 10 years since the 1970s but many people are spending more years living with illness such as cancer and heart disease. the findings in the journal lancet also show that fewer children now die from viruses and malnutrition. blue shield of california wants to raise rates once again according to "l.a. times." some individuals would see their rates go up as much as

20%. the increase would affect more than 300,000 customers. it calls for an average rate increase of 12%. the new fees would take effect in march. some consumer advocates say blue shield should use some of its $4 billion reserve to keep the rates down. a plan to track and clean up tsunami debris along the west coast is part of a federal disaster aid package. congress is considering the $60 billion package that includes money for hurricane sandy victims as well as tracking and cleaning up debris from the japanese tsunami in 2011. debris has washed up along the pacific shoreline much of it in alaska. another big penalty for another big international bank. swiss banking giant ubs will reportedly pay more than $1 billion to settle charges it manipulated benchmark interest rates in england. the rates serve as the basis for trillions of dollars in loans. regulators in the united states and britain are expected to announce the settlement early next week.

and a san mateo-based company did well with its initial public offering on the nasdaq exchange. solarcity's stock rows more than 30% after the company went public yesterday. it set its price at $8 a share. that got up to $10.60 during the trading session. and one out of every five americans dreads holiday shopping. some haven't even started. consumer reports found some people hate the lines and crowds the most. the survey also found the majority of people prefer cash over gift cards. cash is king. >> i have started just a few. >> checking. pop princess britney spears is the queen of cash topping forbes' list of top earning women in music from her latest platinum album, world tour and endorsements she pulled in $58 million. that doesn't include her $15 million "x factor" deal. tailor swift with $57 million
